Ok, I found it. Someone writing me directly in email pointed me to the right place. I had a setting in rc.local that set the static IP. Now I remember getting a tip to do that on a web posting somewhere. But I think it was a generic tip and not one geared directly towards Debian so probably not the best way to go about it.
