Debian (e2fsck or whatever you use) is behaving *correctly*. The clock tells e2fsck that it is <whatever date> and it knows that the last check was performed on <another date>. So it *has* to check the file system. It is what every other user would expect it to do. Either replace the battery, or -at your own risk- configure your file system to ignore the time stamp.
