Did you already try to reconfigure the "locales" package like this: LANG=C LC_ALL=C dpkg-reconfigure locales This should run dpkg-reconfigure unlocalized, so hopefully it will allow you to use it regardless of the missing data for en_US.UTF-8. Then it should be possible to select and regenerate the en_US.UTF-8 locale. If the above does not work then you can check if /etc/locale.gen contains a line for en_US.UTF-8 and then you can run locale-gen directly to create the localization data.
