You seem to be right, this has been reported in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=438626. If the whole installation fails, you may want to increase the severity to "critical". A possible workaround is to disable the security server during the installation, you probably can re-add it after the base system is installed.
