No expert here, but as mine works, and differs from your config I'll
show ehat I had to do.
in my /etc/dhcp3/dhcpd.conf (not the /etc/dhcpd.conf) I have
host classy {
hardware ethernet XX:XX:XX:XX:XX:XX;
fixed-address 192.168.1.5;
option host-name "classy.mtntop.home";
}
