JSP and servlets run in server side. And they in turn produces pure HTML for client-side. So, JRE is not reqd. for those sites. JRE plug-in will be required, if any site uses Applets, Java Web-start in their website/web-based applications. Those sites are very less in respect to flash based sites. So, you must have latest flash installed, but you can install JRE 6.0 instead of v6.1 or even you can use JRE 5.
