This same problem cropped up for me when I upgraded from Sarge to Etch. I think, in my case, the problem was that the /etc/logrotate.d/apache2 script/conf file wasn't updated to say "/etc/init.d/apache2 reload" and still had the older "/etc/init.d/apache2 restart" which failed.
