You need emacs21-common-non-dfsg, and you might also want the emacs-lisp-intro. Both are available in the non-free debian repositories, due to conflicting visions of Freedom between Debian and GNU. If you're running Etch and can't find these, you might need to get them from Lenny. The elisp-manual is available in the main doc repository of Sid. While it's generally a bad idea to mix repositories, for a single documenation package it's probably ok. I added the sid repositories, apt-get update, apt-get install elisp-manual, and then commented out the sid repositories. Eventually, all the missing manuals will be in Lenny, but under the non-free directory. The devels seem to remove the offending documents from the main repository several weeks or months ahead of replacing them in the non-free repositories.
