If your server is configured to serve users' content, simply create a directory in your home dir, called public_html, and put all the stuff in there! It will be accessible as http://hostname/~username If the server is not configured to do it, /var/www is the place you are looking for. It is owned by root, so you will either have to change permissions/owner or use su or sudo everytime you update your site.
