subversion and group access

Hello,
I have been trying to find some how-to or instructions on setting up 
subversion such that the repositories have group access. For example, 
users of "GRP1" group may be able to access repositories created by 
anyone from that group. Also, a user from that group may also administer 
the group repositories. So far, it appears that apache2 is used by many 
people to achieve something like this. I would prefer not using apache 
(or postgresql). If all this can be done by using svnserver and ssh 
alone, that would ideal. But this is the first time I am investigating 
this, so comments and advice are welcome.
