fat (vfat or not) was never intended for multibyte character encoding.

Sure it might work in Windows, but there are some serious screw-arounds
to get it there.

If you must, try and boot into Windows and copy a similar file there.
The boot into Linux and look at the directory list, copy it from the
vfat to a linux partition then back again to a different location.

I'll bet Linux doesn't see the file as GB encoded filename.
