I think this is described in the wvdial documentation. Wvdial doesn't
use a fixed script to connect to your ISP it uses heuristics (guesses).
What it tries to do is:

1) Dial the number.

2) Look for login: prompt, then send username.

3) Look for password: prompt, then send password.

4) Figure out how to start up ppp, (usually by sending "ppp" or some
such thing).

In your case it seems like it can't figure out either how to send the
password or how to start ppp. I don't know which it is. If it can't
figure out how to start ppp, it will just fire up pppd and hope that the
other side will start ppp automatically (I believe this is what they say
in the docs).

I believe there are other less-intelligent wvdial-type programs out
there, you might want to try one of those, and write your own dial-up
script. You might even want to try a program that makes you do the
stuff manually, as in manually type in the username and password, start
ppp, then press some key or click some button to start pppd. There was
such a thing in windows (at least way back when I was still using
windows).
