How to make mailing list,,,

I have a task to make a framework/engine mailing list,,,like yahoogroups 
etc,,, but i don't know to start from where,,,, i have search tutorials 
at google but i didn't find anything,,,
maybe someone can help me,,,? give me a clue,,etc
