Probably not, but it's convenient and it usually works.

Several times.  Desktops and servers.  I didn't have any failures
but some configurations may run into problems.

You'll probably run into a few dead-ends.  You may have to uninstall
something large  - maybe openoffice - and then reinstall it later.
If you seem to reach an impasse check deborphan to see if some lib
that is no longer needed is blocking progress.  If you keep pushing
it will probably work.  Then use deborphan one more time to get rid
of unneeded libs etc.
