Depends on what you mean exactly by "streaming". If you just want to download videos from a web server, just serve them up via Apache like any other object. Many media players can begin playback right after it starts downloading. If, however, you mean real streaming, then you'll need something like Helix server. See: https://helix-server.helixcommunity.org/ There are Debian packages for Helix server floating around somewhere. However, the free, open-source version only includes support for RealAudio/RealVideo and mp3.
