Maybe my question was poorly worded. how did you get into this state?
what command did you issue? On both my sid and my etch machines, using
both aptitude and apt-get, issuing 'install libapache2-mod-php4'
automatically trys to install apache2.2-common. This should happen
automagically. 

The point is, I think you have done something other than a simple
apt-get install libapache2-mod-php4. These type of dependency problems
don't just "happen". So post up your exact commands with output. also,
have you apt-get updated lately?  

oh and, I recommend that you avoid aptitude for the moment. mixing
package handlers is not a great idea. you can switch to aptitude if
you like after you resolve this.
