it's been a while since I took the test. And they've gone to the 640-607 exam since then. In any event, I'd buy
a cheap router from Ebay. There's nothing you can do to it that you can't fix with tftp and telnet.
But if you really want a virtual program, I believe CISCO has a practice test/educational program that has virtual
router simulation call CIM(Cisco Interactive Mentor) it's supposed to be able to let you do anything virtually that
you can do with the router and switch. Personally I like working on the real thing a bit better. Some things like
recovering lost passwords and things like that can't be done without a shutdown, and pressing the mode buttons
on the switch/router itself that you can't do with the simulator.
If you want simulators for Windoze, I've got a few... Best of luck.

I'm currently working on my CCNA and I'm wondering if anybody's found a good cisco ios simulator for unix. I'm sure I can't be the only person going for their CCNA coming from unix, after all half the commands are pretty close to their unix counterparts.
Searching Google brought me to Freesco, but it doesn't look quite like what I'm looking for.
