As luck would have it, I found the answer right after posting to the
list.  I found the answer here:

In a nutshell, mount the partition at the desired mount point then
change the owner, group, and permissions as needed.  It should remain.

I did just that, rebooted the box and all is as needed.  Once again, a
simple answer that isn't prominent in the man page.  Sigh...

Hopefully, this will help someone searching the archives.
