Are you using aptitude? If so then some of the libraries might be marked
as automatically installed and they will be removed if no other package
depends on them anymore.

Another possibility is that the installation of xfce4-utils requires
some of the gamin libraries which conflict with the fam libraries. In
that case you should be able to keep the other packages if you install
package "gamin" and xfce4-utils at the same time. libfam-dev and libfam0
will still be removed, but they can be replaced by the corresponding
gamin libraries. (fam and gamin provide essentially the same
functionality, therefore they conflict which each other.)
