In the process of googling for info on this I did find a page at http://www.debian-administration.org/articles/445 which had a fairly simple approach. There it recommends putting a script in /etc/network/if-up.d to run iptables-restore. This is similar to the Gentoo way, except that was somewhat automated with a script in init.d which, oddly, Debian is lacking.
