Why is ide-scsi necessary?

This sounds like a FAQ, but I can't find the answer... maybe I'm not 
googling the right keywords.

Why is SCSI emulation necessary for cd-r/w drives? Why can't I use them 
as the IDE/ATAPI drives that they are?
