I don't know that "Debian" "prefers" one over the other; it's just that
if both are installed, one of them has to be the default; I suspect the
package maintainer(s) just picked their favorite.
As I recall, some years back the Trolltech libraries upon which KDE was
based were not "Free" in the Debian sense, and that automatically put
Gnome into a preferential position. I understand that the libraries are
now truly Free, and this this is no longer an issue.
I also vaguely understand (from a non-developer's perspective) that the
underlying structure of Gnome was "cleaner" than KDE's, so that even
though KDE was more "mature" from a user's perspective, Gnome was more
"solid" from a "where can we go from here" perspective.
But again, these are just vague memories based on a non-programmer's
feel for the discussions going on at the time.
