The man pages for tzconfig mention that tzconfig changes /etc/timezone. Does cat /etc/timezone return Europe/Paris, or does it say something else? Might be a good diagnostic tool to let you know if tzconfig is working as you expect. A long shot: if date is an alias for date -u, then that would account for your problem.
