[Telnet]Permanent stop

Hi,

I've installed sshd and putty, I'd like to stop telnet permanently without removing it.

Here is a Fedora command:

[EMAIL PROTECTED] tmp]# chkconfig telnet off

Is there a similar one under Debian?
