If you're using Debian 3.1, take a look at /etc/profile. I have a script "cvsenv" which sets up environment variables for CVS usage. It also changes my Bash prompt (PS1). On fresh installs of Debian 3.1, /etc/profile interferes with the later function and I have to adjust things (I set PS1 in ~/.bash_profile which takes care of login shells, and I comment out the PS1 line in /etc/profile).
