I had this problem as well. When you do an upgrade make sure to upgrade
udev as well. Initramfs-tools is the package that screws things up.
Personally I think it should pull in udev as well, but it doesnt. So be
sure to upgrade udev and it will eliminate this problem.

Thanks for the input on that. Googling around, I had started to think
the problem was initramfs-tools related, but I hadn't found a specific
course of action. I've been trying to think of how I'm going to get
into the system to fix it. I suppose the only way is to chroot in, and
upgrade udev that way? Would that be correct?
