This indicates to me some serious brokenness. I suspect your
installation of Debian is not complete somehow.

First thing I'd try is:

# apt-get upgrade

I'm thinking this will "force" apt to finish installing whatever is
broken. Hopefully.

Yes, you should open it. You can have mail, even without a network,
because the system itself, being a multi-user system, provides a mail
system, and uses it to inform the administrator of various messages.

I'd suggest you try typing "mutt" to access your mail. If that command
is not found, try "apt-get install mutt".

Whatever brokenness is in your system needs to be dealt with before
worrying about the GUI.
