Do you have any stats or figures or studies to back up what you are saying? The only thing I can think of that is frequently done by municipalities is local power monopolies. Those tend to work *much* better than the bigger ones since the people that run it are usually in the community and they server a much smaller customer base (my experience is based on some stories I have read about local power monopolies in Florida). -Roberto -- Roberto C.
