in .mozilla/*/*/localstore.rdf i have this block:
  <RDF:Description about=3D"chrome://navigator/content/navigator.xul#main-w=
indow"
                   sizemode=3D"normal"
                   width=3D"908"
                   height=3D"672"
                   screenX=3D"24"
                   screenY=3D"64" />

check that your sizemode is not set to maximized.  that fixed the
problem for me a little while ago.  i don't know what caused it to
change though.
