This file is just a copy of the config file which was used to compile the kernel you are running. Changing this file now will have no effect whatsoever on your kernel. If you want to enable CONFIG_HIGHMEM64G you have to compile your own kernel after installing the packages "kernel-package" and "kernel-source-2.6.8". We recently had a nice discussion about recompiling a kernel to activate HIGHMEM64G.
