I had this problem, and I never found a satisfactory solution. Two workarounds are: 1. don't print plaintext, as has been suggested. Running your text through enscript (or mpage, or a2ps) means you send postscript to cups, which doesn't seem to have the margin problems. Unfortunately, you have to do this for each job on each client. I don't know an easy way to do it on the server. 2. Use -o to set page margins for each job. See http://www.cups.org/sum.html#4_4_4 for the only place I've seen this documented. You can set this option permanently with lpoptions, but this solution is again client-side only and can't be set on the server.
