Oh, wait, do you mean, "disconnect from the internet"?  If so, 
then, yes I understand what you mean.

Depending on how technologically astute your children are, and
which WM/DE you are using, it may be adequate to do something as 
simple as hiding certain apps (Firefox, Evo, Pan, etc) from the 
Foot/K menu.
