Dunno about xconfig, but it should be easy to translate from menuconfig: ATA/IDE/MFM/RLL support ---> IDE, ATA and ATAPI Block devices ---> Include IDE/ATAPI CDROM support or just edit .config by hand and make sure that CONFIG_BLK_DEV_IDECD=m is set.
