Resize raid? RAID Reconfig Tool?

Is "RAID Reconfiguration Tool"  ( http://unthought.net/raidreconf/ )
still the only way to reconfigure an array? I just thought since the
page is from 2001 maybe there is a new way? I would like to add another
200GB disk and go from RAID-1 -> RAID-5
