Could this be the visual bell? I have encountered this in sarge, although it (the regular beep) worked fine by default in woody. I would like to have the woody behavior back but I haven't found an obvious/quick way to select it. There's another issue I have with the beep (on a Dell 8600 laptop). Whereas in woody the volume controls (both from the volume buttons and alsamixer) applied to the bell/beep, in sarge it is equally annoyingly loud no matter the volume setting.
