On Sarge, in my /etc/X11/XF86Config-4, I've added this line in the section
"InputDevice" in which the keyboard is defined:
Option "XkbOptions" "ctrl:swapcaps"
Surely OP asked for:
Option "XkbOptions" "ctrl:nocaps"
1 change, as requested, [swap is 2 changes ;-]
