Does that mean you are still getting the message that my.cnf can not
be read? In that case, try

apt-get remove --purge mysql-common mysql-server mysql-client
apt-get install mysql-common mysql-server mysql-client

If you are still getting errors, please send the output of the above
to commands to the list.

Correct, but since the mysqld process doesn't start it won't be
created.
