Having compiled my own linux setup from scratch (ie I located and downloaded all the tarballs, compiled, installed etc) I have to say that this isn't quite true. Most of the time all you need to do is specify a --prefix and that's if you don't want to install in /usr/local. The non-configure stuff was a little more complicated but not much more (usually setting a single var in the makefile).
