I was just starting to wonder the same thing. After trying unsucessfully to install 'testing' from scratch I found that the only reliable way is to install 'stable' first and then upgrade. More recently I found, like you, that some packages are not available in 'testing' and I suspect that this is why some of my installs didn't work.
