I believe the command you're thinking of is ATW0. ATW1 is noise when connecting, and ATW2 is noise all the time (I've used that when on a dirty phone line with lots of interference, but eventually it got so annoying that I just started going with auto-reconnect.) (Note that I'm not positive: it's been years since I've used a dialup connection. I am pretty sure that it's ATW[n] though.
