But you're not using xterm.
You're using PuTTY.

A quick check with vttest seems to show that if you turn the numlock key
on, PuTTY will send application-mode strings for the keypad.  However
section 4.4.5 of its help suggests that numlock isn't intended to provide
this functionality.  You should start reading there, in case there are
useful clues.
