Well, guessing from the DNS-entries for the two IPs:

119.149.219.193.in-addr.arpa domain name pointer elre-56.vtu.lt.
38.95.219.193.in-addr.arpa domain name pointer gw2vu.vtu.lt.

I'd guess the root cause is the gateway. tcpdump reports the following:

09:43:59.888301 IP x.y.z > elre-56.vtu.lt: ICMP echo
request, id 61966, seq 0, length 64
119.149.219.193.in-addr.arpa. (57)
09:43:59.955493 IP gw2vu.vtu.lt > x.y.z: ICMP host
elre-56.vtu.lt unreachable - admin prohibited filter, length 36

So the "problem" is that the gateway is blocking ping-packets. As for
the smtp-problem, I get a RST-packet back from your server IP (not the
gateway). You don't have a locally installed firewall or the like?
