Hi,

In the XF86Config-4 manpage :
Option "AllowMouseOpenFail"  "boolean"
              This allows the server to start up even if the mouse
device can't be opened/initialised.  Default: false.
Just set this option in the ServerLayout section or in the InputDevice
section.

I don't think there is an equivalent option for the keyboard.
