no we don't, it is a monster package and it is not worth the emacs maintainers time to build it twice. It only depends on the X *libs*. Having this on your server is not a bad thing. It means you can run x apps with their -display pointing at your desktop which is occasionally handy. You can of course grab the emacs package, edit debian/rules to ignore X and make your own package.
