Nah, just sounds like stupidity to me. Compaq PCs used to have a similar thing where they had a "setup partition" that ran some GUIish DOS-based crap. The system BIOS was just smart enough to look for the setup partition (which of course had a special ID) when you hit F10 or whatever. This was the primary reason I swore off Compaq some years ago.
