OK, I'll speak generally for the group based on what I've seen in the
past: When a new release hits, security updates will be available for
the distro for 2 weeks.

Anything beyond that is because some large site has brought it to the
security team's attention that it's going to take longer than that to
migrate due to some sticky, site-specific issues that need to be
worked out before they roll it out to all thier machines.

That being said, Debian releases are big, widely announced events that
make headlines for weeks on Slashdot, OSNews, debian-announce,
debian-news, Debian Planet, and any other place there's even a remote
chance that there's a population of Debian users.  If you run a large
site, the time to start testing for migrations is when it freezes.
The day frozen moves to stable is the day you need to get in touch
with the security team if you cannot easily migrate your site.
