It sure is. I do remember messages appearing in minutes, but they are taking MUCH longer these days. If it really is that the list is busier and the mailserver taxed, then it's a sort of unfortunate catch-22 effect: when subscribers see a question post that has no replies, it's more likely to get a flood of replies, making the mail server even busier.
