Potato default and ip_always_defrag=0

If the "ip_always_defrag" is in my /proc/sys/net/ipv4 directory, and the
value is "0", that means the facility is in the Kernel or available as a
module and I just need to turn it on with echo
"1">/proc/sys/net/ipv4/ip_always_defrag, right?
