In fact, I did submit comments to the Department of Justice, along with thousands of others (7,500 for, 15,000 against), regarding the upcoming Microsoft settlement. The comment period ended 28 January. Mine are available for viewing at http://integralogic.com/settle/ if anyone would like to peruse them. The government is supposed to publish these comments in the Federal Register, although due to the cost it may instead put them on CD-ROM.
