I use precompiled kernel from Debian on my gateway machine (386 version of 2.4.17) and iptables are functioning. I guess it is working. So it is either specific combination of kernel compile, or preloading of some modules. BTW, I needed to enable iptable by very long list of entry in /etc/modules. Good luck.
